Образование Past Continuous
Past Continuous образуется при помощи вспомогательного глагола was/were (соответствует am/is/are в прошедшем времени) и смыслового глагола с окончанием -ing.
Сравните:
I am working → I was working
They are walking → They were walking

Краткие ответы
На вопрос в Past Continuous можно отвечать кратко. В кратком ответе остается только вспомогательный глагол was/wasn't или were/weren't.
Примеры
A: Were you playing video games at ten o'clock in the evening yesterday? B: No, I wasn't.
A: Were they talking when you came in? B: No, they weren't.
